When the Alberta Research Council (ARC) needed a new home to accommodate its expanding needs, it lacked both the capital funds and the time needed to build a new facility.
Qualico Developments West Ltd. and its partners joined forces with ARC staff and Alberta Infrastructure staff to come up with an innovative solution: a design-build-own-operate-lease (DBOOL) approach.
The result was a new, made-to-order leased facility for ARC, without using government capital funding, and a Premier's Award for Excellence honouring this private/public sector partnership.This development is proof that 3P projects are successful.
